Cut the shishito pepper, onion, and dried chili into 3cm lengths, halve the garlic, and slice the green onion thin.
Cut the chicken thigh into 4x4cm pieces, toss with white pepper, and coat with the frying batter.
Heat oil in a pan over low heat, add the prepared dried chili, garlic, and green onion, and stir-fry to make chili oil.
Add the battered chicken thigh and cook as if deep-frying until golden, then add onion and stir-fry until translucent.
Raise to high heat, add the seasoning sauce and stir-fry quickly, add shishito pepper and stir-fry for 10 seconds, then remove.
Sprinkle with sesame to finish.
