Separate and chop only the florets of the broccoli; finely chop the onion, bell pepper, and cheongyang chili; thinly slice the chive; and halve the lemon.
Wash the black tiger shrimp thoroughly and remove the head.
Heat oil in a pan over low heat, add chopped garlic and stir-fry as if frying, then add onion and stir-fry.
Add the prepared black tiger shrimp and butter and stir-fry until the shrimp changes color, then add chopped bell pepper, cheongyang chili, and broccoli and stir-fry for 2 minutes.
Place the brown rice in a bowl and evenly drizzle with the stir-fried black tiger shrimp and broth.
Top with thinly sliced chive and lemon to finish.
